• drill (preferably with a perforator), for drilling holes in a concrete wall,
• a screwdriver to assemble the shelf together or quickly and accurately attach to the wall from drywall, foam blocks or through the finished holes, to the concrete wall,
• ruler and pencil,
• level.

Various kinds of self-tapping screws and dowel nails, you may still need super glue or liquid nails.
