Typically, a site is equipped, having previously planned out where and what to erect on it. Here a lot depends on its area and the degree of grandeur of the plans. As for the size of the house and its number of storeys (and even more so architectural claims), here the restrictions depend on where the house will be built. If in a village or in a city - it is worth asking about the layout in the administration of the village. If we are talking about the house of a member of a horticultural partnership, then Art. 34 of the Law of the Russian Federation "On horticultural non-profit associations of citizens", which introduces some restrictions.
Regarding the location of, say, a garage, a bathhouse, other outbuildings, it is necessary to comply with certain standards, which are established, as a rule, by local authorities (for example, the distance between the garage and the house on a neighboring site). Therefore, before you start planning, it does not hurt to find out from the local authorities whether such standards are adopted in your region and what they are.
In addition, during the construction of anything, it is necessary to comply with sanitary and fire safety requirements, which can also be found in the relevant authorities.
What does the purpose of the site mean? Suppose you purchased land for horticultural work, and built on it ... a recycling plant. Obviously, such use of the site does not match its intended purpose. In such a situation, the building can be declared unauthorized and most likely it will be demolished (Article 222 of the Civil Code of the Russian Federation).
However, if the owner of the site complies with all of the above requirements, then he does not need to receive any permission to build a house and other buildings on his own site.
