How to buy a summer house?
If you still have not acquired a summer cottage or garden plot, but the thought of it is visiting more and more, and some money has appeared, then you have several options for finding a rural idyll. So, you can buy a summer cottage in three ways: by hand, then joining a summer house cooperative or gardening partnership or not joining it, or acquire land from state ownership by contacting local authorities.
Suppose you settled on the last option. Contacted the local administration, and there they offered to participate in the auction. What does this mean? The fact is that Art. 30 of the Land Code of the Russian Federation allows the provision of state or municipal property land for construction, but allows it to be done exclusively at tenders (tenders, auctions). This happens as follows: the owner of the territory - the executive body of state power or local government (depending on who owns the territory) sets the initial price of the site and the amount of the deposit, which should be paid to all bidders. And holds a competition between those who wish to acquire this piece of land. As a result, he goes to the one who offers the largest amount for him. Thus, firstly, the value of the land that you are flattered with is unpredictable, and secondly, the process of acquiring it is delayed, since the order and time of tendering is determined by the owner of the land, that is, the authorities. And life experience testifies: if officials decide the issue, it will be for a long time.
Is it possible to avoid this procedure with unpredictable results? I guess, yes. Let's say you have chosen a picturesque place outside the city, where local authorities have already formed plots for sale. It would be nice to build a cottage there! In a statement to local authorities, you ask for this territory. If you indicate at the same time that you are acquiring land for summer cottage construction, then the very same bidding procedure awaits you. Indeed, in the aforementioned Art. 30 of the Code refers to areas specifically for construction. However, you can indicate in a statement another purpose of buying land - gardening. In this case, obviously, bidding will be avoided. And the construction of a house in the garden is not forbidden to anyone. But what will the authorities see if you build three-story mansions there? ..
